Wakefield Council has appointed Bellrock Group to support the council with a new "Integrator" Facilities Management (FM) model. The three-year contract marks a strategic shift for the Council as it moves away from traditional FM outsourcing towards a data-led and outcomes-focused partnership.

The contract began on 1st April, and a phased transformation programme is underway. Bellrock’s Intelligent Asset Care division will provide Integrator services to the Council’s Hard FM delivery across approximately 1,600 properties. As the Integrator, Bellrock will provide the technological framework, property expertise and independent oversight to manage in house delivery and third-party suppliers. Bellrock will work as an extension of the Wakefield Council team to optimise FM performance, and, through enhanced data, will drive understanding and performance of the buildings.

“Local authorities are responsible for vast estates, and all too often lack the tools or resources to manage the competing demands on their property teams,” said Mark Tyson, Managing Director at Bellrock. “By adopting the Integrator model, Wakefield Council is positioning itself at the leading edge of estate management, giving itself a flexible, data-driven toolset that will evolve as its needs change. Across 1,600 properties, every FM decision will now be grounded in real intelligence and insight rather than assumption.”

Jane Brown, Wakefield Council’s Service Director for Property, Facilities and Health and Safety, said:

“Working with Bellrock will help us take a more data-led approach in the delivery of our Hard FM services, giving us a better understanding of how our buildings are performing and where we need to focus our resources. This will help us make smarter decisions, and run our estate more efficiently and effectively.”
The transformation is underpinned by Bellrock’s proprietary technology and consulting expertise
  • Digital Integration: The deployment of Concerto, a Single State SaaS platform, will provide a single source of truth for the entire estate’s FM delivery.
  • Asset Intelligence: Bellrock’s in-house team are completing Asset and Fabric Condition Surveys across the portfolio to establish a clear baseline to work from.
  • Symphony Model: Bellrock will deploy its "Symphony" management model at the Council’s flagship corporate building, Wakefield One, with plans for a phased rollout.
  • Smart Workspace: The WiggleDesk platform will be implemented to manage 35 meeting rooms, optimising workspace utilisation.

A core component of the partnership involves Bellrock designing a future-state FM model for the Council. This includes running the procurement process for future service providers, helping the Council to benefit from a competitive, technically proficient and resilient supply chain.
