Keeping a PFI hospital estate safe, compliant and ready

The challenge
West Berkshire Community Hospital serves more than 100,000 residents on behalf of Newbury and Thatcham Hospital Building Trust, a community-led trust whose board includes retired GPs and people with deep local NHS experience. A working hospital has to stay safe, clean and fully compliant every hour of every day.
As the estate ages and clinical demand rises across theatre utilisation, discharge flow, infection control and a hard NHS net zero mandate, the Trust needed a facilities partner who could hold statutory compliance without fail, keep critical systems running to healthcare-specific standards, and care for the estate proactively across a long-term PFI partnership that runs to 2034.
The solution
Bellrock delivers full integrated facilities management under the hospital's long-term PFI contract through a dedicated on-site team of 45, many of whom have supported the hospital for around 15 years. That continuity means the team knows the estate intimately and works proactively rather than reactively.
On the hard services side, Bellrock keeps all plant and critical systems, including HVAC, medical gases, water safety and electrical distribution, operating within HTM/HBN standards, supported by a 24/7 helpdesk that prioritises by clinical risk so anything affecting theatres or the ICU receives an immediate response. Planned preventative maintenance runs at high compliance, reducing reactive callouts.
Soft services, including cleaning, catering, portering, security, waste and grounds, are delivered against monthly quality audits using NHS National Standards of Cleanliness and PLACE scoring, with FM teams working visibly on the wards and acting on staff and patient feedback.
Sustainability work includes site-wide electrical sub-meters, LED upgrades, BMS optimisation and an electric maintenance fleet, aligned to NHS England's Net Zero Delivery Plan. Governance runs through Datix incident tracking, weekly safety huddles and monthly assurance reporting to the Trust's Quality and Safety Committee, backed by ISO 45001, 9001 and 14001, BICSc and UKAS accreditation.
