The Energy Savings Opportunity Scheme (ESOS) is a mandatory UK government programme requiring large organisations to assess their energy use every four years and identify opportunities to reduce consumption and carbon emissions.
But ESOS has evolved.
It is no longer just about completing an audit. It now requires organisations to demonstrate action and accountability.

What is ESOS?
ESOS is a mandatory UK government program designed to cut carbon emissions and reduce energy costs. It requires large organisations to measure their total energy use across buildings, transport, and industrial processes and identify ways to become more efficient.
Recent changes to the scheme have strengthened accountability. Organisations must now:
- Publish an Action Plan: After identifying energy-saving opportunities, organisations must publish a plan showing which measures they intend to implement and when.
- Submit Annual Progress Reports: Annual updates where organisations publicly report on their progress against their Action Plan.
This shift moves ESOS from a compliance ‘tickbox’ exercise to a framework focused on delivery and measurable outcomes.
Who Qualifies for ESOS?
You qualify for ESOS if:
- You are in the private sector.
- You employ 250+ staff.
- You have annual turnover greater than £44M and an annual balance sheet greater than £38M.

Deadlines and ESOS Milestones
Most immediate deadlines for Phase 3 have now passed. If you have not submitted your Notice of Compliance, Action Plan or the first Progress Report, you are non-compliant and should submit them immediately.
Action Plan: PASSED – 5th December 2024 (extended to March 2025)
Annual Progress Report 1: PASSED – 5th December 2025
Annual Progress Report 2: UPCOMING – 5th December 2026
Requirement: You must report on the progress made regarding the measures listed in your Action Plan.
ESOS Phase 4 Deadlines
We are currently in the Phase 4 compliance period.
Qualification Date: 31 December 2026
If your organization meets the criteria on this date, you must participate in Phase 4.
Compliance Notification Deadline: 5 December 2027
By this date, you must have completed your audits and notified the Environment Agency of your compliance.
Phase 4 Action Plan: 5 December 2028 (Anticipated)
Following the pattern of Phase 3, the Action Plan for Phase 4 will likely be due one year after the compliance deadline.
